RZC 20C.30.35 is the section of Redmond’s Residential Zoning Code that governs when a residential project requires a permit.

It covers additions, accessory structures, structural modifications, and certain mechanical, electrical, and plumbing changes. Knowing which activities cross the permit trigger threshold — the point at which a construction activity legally requires a permit — is the single most useful thing a homeowner can confirm before design begins.

The permit threshold isn’t just about square footage. Several categories of work each carry their own trigger point, independent of project size.

Structural work. Moving a load-bearing wall always triggers a permit in Redmond. Non-load-bearing wall removal may or may not, depending on whether it affects the building envelope or a fire separation wall. That determination belongs before design, not after demo.

New square footage. Any project that adds livable or conditioned floor area — a room addition, a sunroom, a finished garage — requires a building permit application: a formal submission to the City of Redmond that includes project drawings, site plans, and permit fees.
